e-Invoice: Digital Solution For Transparent Transaction Management – HASiL

Kuala lumpur: The implementation of the e-Invoice system by the Inland Revenue Board of Malaysia (HASiL) represents a digital approach to recording transactions in a modern and transparent manner, said HASiL Tax Operations Sector director (e-Invoice Division) Dr Rasyidah Che Rosli. She stated that this initiative aligns with the government's goal to digitise the business ecosystem under the 12th Malaysia Plan (12MP).

According to BERNAMA News Agency, Rasyidah highlighted that HASiL has provided two free platforms, the MyInvois Portal and the MyInvois e-POS System, to assist taxpayers, particularly micro, small, and medium enterprises (MSMEs), in adopting e-Invoice based on their business requirements. The MyInvois Portal is ideal for businesses with moderate transaction volumes, while the MyInvois e-POS System is suitable for retail operations with a higher consumer base.

Rasyidah explained that the MyInvois e-POS system is accessible to MSMEs that meet certain criteria, such as having annual sales below RM750,000, being Malaysian-owned, and operating within the country. The third phase of the e-Invoice rollout commenced on July 1, targeting taxpayers with income between RM5 million and RM25 million. Future phases will cater to businesses with income between RM1 million and RM5 million, as well as micro businesses with income up to RM1 million.

She also noted that the government had increased the threshold for mandatory e-Invoicing from RM150,000 to RM500,000, thus exempting traders with annual sales below this threshold. However, these traders are encouraged to voluntarily use the system to enhance business record management and facilitate access to business financing.

Rasyidah assured that the e-Invoice system does not burden online businesses, as e-commerce platforms manage the process. However, traders must keep their business data current. Currently, overseas e-commerce platforms are not required to implement e-Invoicing in Malaysia, so traders using these platforms must issue their own e-Invoices.

Addressing data security concerns, Rasyidah confirmed that the system adheres to the HASiL ICT Security Policy and government guidelines on cloud and information security. It features encryption, authentication, firewalls, and access control, with periodic Security Posture Assessments (SPA) conducted in collaboration with the National Cyber Security Agency (NACSA) and the National Security Council (MKN). Buyer data is protected under the Personal Data Protection Act 2010.

To further support taxpayers, HASiL offers a dedicated microsite with resources such as guidelines, videos, and FAQs, e-Invoice service counters at all HASiL offices, and a 24/7 e-Invoice Help Desk.
