Selangor Faces Challenges in Redeveloping Ageing Housing Areas


Shah alam: The Selangor State Development Corporation (PKNS) has been unable to proceed with the redevelopment of three housing areas, each over 30 years old, due to various challenges. Selangor Menteri Besar Datuk Seri Amirudin Shari revealed that despite efforts since 2015 under the urban redevelopment initiative, the plans have stalled.



According to BERNAMA News Agency, Amirudin highlighted the main hurdles in the redevelopment process, emphasizing the difficulty in securing more than 80 percent resident consent, a requirement set by the Housing and Local Government Ministry (KPKT). The areas identified for redevelopment include PKNS Apartments in AU3 Ulu Kelang, PKNS Apartments Section 17 in Petaling Jaya, and PKNS Apartments Section 16 in Shah Alam.



Amirudin, addressing the Selangor State Assembly, explained that in addition to obtaining resident approval, high compensation demands and the challenge of finding suitable temporary relocation sites have further complicated redevelopment efforts. He stressed the importance of having a temporary relocation plan before demolishing existing structures to ensure residents are not displaced without a viable interim housing solution.



He also pointed out the financial implications, stating that developers need substantial financial resources, with an estimated RM100 million to RM150 million required just for constructing temporary relocation blocks. Not all developers are willing to shoulder such financial burdens.



The state government, Amirudin assured, is committed to reviewing the urban redevelopment model to ensure successful implementation without undue strain on residents or developers. He warned that without redevelopment, these ageing housing areas risk further deterioration, abandonment, and becoming unsafe for habitation, posing a significant challenge for the state.
