212,543 Taxpayers Submit E-Invoice, Over 1 Billion Transactions Recorded As Of Feb 23

Kuala lumpur: A total of 212,543 taxpayers have submitted more than one billion e-invoice transactions from 2024 to February 23, 2026, according to Deputy Finance Minister Liew Chin Tong. The deputy minister highlighted that these transactions offer a clearer picture for addressing tax non-compliance, revenue leakage, and the growth of the black market. "E-invoicing also helps companies digitise their businesses," he stated during a question-and-answer session in the Dewan Rakyat.

According to BERNAMA News Agency, Deputy Minister Liew was responding to a supplementary question from Datuk Shamshulkahar Mohd Deli (BN-Jempol). Shamshulkahar inquired about the volume of transaction data received through the e-invoice system by the Inland Revenue Board (IRB) since its implementation on August 1, 2024, and the measures the ministry is taking to ensure equitable tax compliance, especially in tackling non-compliance or revenue leakage.

The deputy minister elaborated that the initiative aims to ensure businesses are prepared to adapt in 2026 to digital equipment, particularly e-Point-of-Sales (e-POS) systems. He noted that the government raised the annual sales threshold for e-invoice implementation exemptions twice in 2025-from RM150,000 to RM500,000 on June 5, and then to RM1 million on December 6. This phased approach benefits over one million taxpayers, especially hawkers, small traders, and roadside stallholders, by exempting them from the e-invoice implementation requirement.

Earlier, Liew addressed Shamshulkahar's question regarding measures to ensure Phase Four of e-invoicing does not burden small and medium enterprises (SMEs) with compliance costs, such as training and software. The government has introduced two measures to assist SMEs. The first measure provides an additional 12-month transition period from January 1, 2026, to December 31, 2026, allowing taxpayers to issue consolidated e-Invoices without penalties for non-compliance during this period.

The second measure introduced is the MyInvois digital POS platform, which allows SMEs to access the system for free, eliminating the need for them to develop their own systems. This platform has been extended to businesses with annual revenues of up to RM5 million. Additionally, the IRB continues to offer free briefing sessions, engagement, and hands-on assistance to traders, especially SMEs, to facilitate the implementation of e-invoicing. To date, the IRB has conducted over 2,500 briefing and engagement sessions for traders nationwide.
