Budget 2026 Allocates RM32 Million for Cybersecurity and Child Protection Efforts

Kuala lumpur: The government will allocate RM32 million to combat scams, cyber threats, and sexual crimes involving the online exploitation of children, Prime Minister Datuk Seri Anwar Ibrahim announced. He highlighted that the National Cyber Security Agency (NACSA) will establish the Cyber Security and Cryptology Development Centre to enhance the nation's digital sovereignty and cyber defense.

According to BERNAMA News Agency, the National Scam Response Centre (NSRC) is now under the direct leadership of the Royal Malaysia Police (PDRM) to ensure faster and more efficient management of financial scam cases, with an allocation of RM12 million. During the tabling of Budget 2026 in the Dewan Rakyat, Anwar emphasized the enhancement of PDRM's Sexual, Women and Children's Investigation Division (D11), which will receive RM20 million to tackle online sexual crimes against children.

The budget includes modernizing digital forensic systems and expertise, as well as establishing a Behavioral Science Unit to analyze criminal patterns and profiles. Furthermore, Anwar announced that the government will introduce the Anti-Bullying Bill 2025 in the current parliamentary session.

Anwar stated that the government will mobilize its full agency strength across ministries to curb bullying. The Education Ministry (MoE) has developed the School Anti-Bullying Framework (SAFE) as a comprehensive guideline for school-based prevention. This includes empowering teachers and students through the 'Amalan Sekolah Penyayang' program. The Ministry of Higher Education (MOHE) will enhance campus safety by installing more CCTV cameras and organizing character and leadership programs as anti-bullying and anti-ragging initiatives.

Additionally, Anwar mentioned that the Women, Family and Community Development Ministry (KPWKM) will provide psychosocial support through group counseling sessions. Meanwhile, the Communications Ministry will conduct the Safe Internet Campaign to increase cyber awareness among school students, and 'Rakan Muda' will lead anti-bullying initiatives for youths at the grassroots level.
