Accra:UUM Budget 2027 has been characterized as a 'bold budget', reflecting Prime Minister Datuk Seri Anwar Ibrahim's focus on human development and the fortification of institutions, with education as a pivotal driver of national transformation.
According to BERNAMA News Agency, Universiti Utara Malaysia's vice-chancellor, Professor Dr. Ahmad Martadha Mohamed, emphasized that the budget's strength is not merely in the funds allocated but in the government's ability to prioritize development for the benefit of the current population and future generations.
The vice-chancellor highlighted the importance of human capital quality, institutional efficiency, and a responsive education system in maintaining the country's competitiveness, especially amid rapid technological changes and shifts in employment structures. The Education Ministry remains the largest funding recipient, with nearly RM69 billion allocated, marking an increase from RM66.2 billion. Additionally, funding for school repairs and maintenance has doubled to RM2 billion.
Significant allocations include nearly RM1.3 billion for upgrading 682 dilapidated schools, particularly in Sabah and Sarawak, and an increase in Early Schooling Aid from RM150 to RM200 per pupil, benefiting 5.3 million pupils. Ahmad Martadha noted that education encompasses more than just curriculum, emphasizing the importance of school infrastructure, facilities, and regional equality in shaping children's success.
The Higher Education Ministry receives RM19.1 billion, with RM800 million dedicated to upgrading university facilities. This reflects a mature approach to management, encouraging diversification of funding through endowments and partnerships. Measures to support low-income National Higher Education Fund Corporation (PTPTN) borrowers further demonstrate the government's commitment to education access and student well-being.
The RM8 billion allocated for Technical and Vocational Education and Training (TVET), alongside RM3 billion from the Human Resource Development Corporation for training opportunities, underscores talent development as a national priority. Ahmad Martadha stressed the need for a new legal framework for higher education to ensure university autonomy, academic freedom, and student rights, while the participation in the MADANI Adopted Community programme aims to extend educational benefits to the broader community.
