Fewer Than One Percent of RON95 Users Exceed 200-Litre Quota, Says Amir Hamzah

Kuala lumpur: Fewer than one percent of the 14 million users registered under the BUDI MADANI RON95 (BUDI95) programme consume more than the 200-litre monthly quota, Finance Minister II Datuk Seri Amir Hamzah Azizan announced.

According to BERNAMA News Agency, Amir Hamzah highlighted that data consistently showed stable consumption patterns among BUDI95 users, with transparency ensured through daily monitoring based on users' MyKad identification numbers. He stated that anyone wishing to use BUDI95 must register their identity card in the system, allowing authorities to monitor, analyze, and verify usage through approximately three million daily transactions.

Since the programme was implemented in October 2025, BUDI95 has been operating smoothly nationwide. Amir Hamzah made these remarks while responding to a supplementary question from Datuk Awang Hashim (PN-Pendang) during Minister's Question Time in the Dewan Rakyat.

Earlier, Datuk Seri Ir Hasni Mohammad (BN-Simpang Renggam) inquired about the rationale for using MyKad in the targeted fuel subsidy mechanism and whether the 200-litre monthly quota suffices for consumers. Amir Hamzah responded that data from the Department of Statistics Malaysia (DOSM) indicated that more than 80 percent of diesel users consume less than 200 litres monthly, with an average consumption of about 140 litres.

He further explained that given the prevalent use of pick-up trucks and sport utility vehicles among Malaysians, particularly by small traders and rural communities, the government has introduced an additional 100-litre BUDI MADANI Diesel quota. DOSM data shows that 95 percent of diesel users consume less than 300 litres monthly, rendering the 300-litre entitlement sufficient for most users.

Amir Hamzah emphasized that the use of MyKad in distributing fuel subsidies had successfully curbed leakages, safeguarding both public funds allocated for subsidies and critical fuel supplies during uncertainty. He reiterated the importance of ensuring diesel availability in the domestic market at subsidized prices, particularly during crises.

On June 22, the government announced an additional 100-litre subsidized diesel quota for eligible owners of diesel-powered pick-up trucks and SUVs under the BUDI MADANI mechanism, supplementing the existing 200-litre monthly quota priced at RM2.10 per litre. Amir Hamzah stated that the policy, effective July 1, is designed to meet the needs of eligible Malaysian citizens who rely on diesel-powered vehicles.
