Government Proposes Extension of Rukun Tetangga Committee Term to Three Years

Kuala lumpur: The government has announced a proposal to extend the term duration for Rukun Tetangga (RT) or Neighbourhood Watch committees from two years to three years per term. National Unity Minister Datuk Aaron Ago Dagang revealed that this proposal is set to be tabled in the Dewan Rakyat this October, under the Rukun Tetangga Act 2012 (Act 751).

According to BERNAMA News Agency, Aaron emphasized during the national-level Golden Jubilee Celebration of Rukun Tetangga that the appointment would still be restricted to a maximum of two consecutive terms in the same area, totaling no more than six years. He identified the current two-year term as inadequate for RT committee members to fully implement their plans. Aaron stated that the proposed amendment reflects the government's commitment to maintaining Act 751's relevance and effectiveness in strengthening Rukun Tetangga as a vital platform for community safety, wellbeing, and unity.

Aaron elaborated on the necessity of the proposed amendment, highlighting that it is crucial for enabling RT committee members to fulfill their responsibilities as outlined under Section 8 of Act 751. He mentioned that the Department of National Unity and Integration (JPNIN), which manages RT, has reviewed the provisions under the Act. This review is essential as the Act has not been amended since it came into force on June 22, 2012. The review aims to bolster the role and function of RT and the Voluntary Patrol Scheme (SRS) as leaders in community safety and harmony.

Furthermore, under the 13th Malaysia Plan (13MP), the National Integration Research and Training Institute (IKLIN) will be upgraded into a center of excellence to enhance research activities and provide integrated and targeted training for Progressive Neighbourhood Watch Area (KRT) leaders. Aaron expressed hope that IKLIN will intensify efforts in this domain.

Aaron also proposed that KPN prepare a Cabinet paper to suggest the implementation of the MADANI Adopted KRT, similar to the existing MADANI Adopted School and MADANI Adopted Village mechanisms. Through this initiative, government-linked companies (GLCs) and government-linked investment companies (GLICs) could play a more significant role in supporting community development under RT.

The Rukun Tetangga Scheme was initially introduced after the enforcement of the Essential (Rukun Tetangga) Regulations 1975 under the 1969 Emergency Ordinance. The Golden Jubilee celebration was held to recognize and appreciate RT's achievements over its 50 years of establishment. The event also marked the launch of a new Rukun Tetangga slogan and logo, 'Empowering Communities, Strengthening Unity,' as part of efforts to reinforce RT's identity and role in fostering national unity at the grassroots level.
