KKR Urged by PAC to Mitigate Financial Impact of MLFF System on Government and Consumers

Kuala lumpur: The Public Accounts Committee (PAC) has urged the Ministry of Works (KKR) to ensure that the introduction of the Multi-Lane Fast Flow (MLFF) system does not lead to financial burdens on the government or consumers. This directive comes as the ministry determines the final course for the project.

According to BERNAMA News Agency, PAC chairperson Datuk Mas Ermieyati Samsudin emphasized the importance of this precaution to prevent a recurrence of past issues highlighted in previous PAC reviews, where projects initially promised as financially neutral ended up costing the government. She stressed that any decision on MLFF or future traffic systems must enhance traffic congestion management without financial repercussions.

Mas Ermieyati has requested a written update from KKR on the current status and strategic direction of the MLFF project for the committee's review. Additionally, she urged immediate improvements to the current toll collection system to alleviate highway congestion before the MLFF system's implementation.

In the PAC Statement on the Follow-up Action by the KKR and the Malaysian Highways Authority (LLM), presented recently, recommendations were made regarding the management of the MLFF project. The PAC also addressed follow-up actions by the Ministry of Finance (MOF) and the Malaysian Inland Revenue Board (IRB) concerning PAC's previous recommendations on managing IRB Accounts Receivable.

Regarding the IRB, Mas Ermieyati called for enhanced enforcement of existing laws and continuous procedural improvements to mitigate rising accounts receivable and taxpayer appeals. She highlighted ongoing monitoring and proactive enforcement as crucial to maintaining the integrity of the tax assessment process and preventing fraud.

On the e-invoice initiative, the PAC expressed support for the government's announcement on June 5, 2025. Mas Ermieyati acknowledged the importance of ensuring taxpayers, particularly Micro, Small, and Medium Enterprises, are prepared to meet legal obligations. The PAC recommended that the IRB offer comprehensive support and guidance to taxpayers during the preparation for e-Invoice implementation.
