Megah Port and CILTM Sabah Host Engagement Session to Address Labuan’s Logistics Issues

Labuan: Megah Port Management Sdn Bhd and the Chartered Institute of Logistics and Transport Malaysia (CILTM) Sabah jointly hosted an engagement session with the Commercial Vehicle Licensing Board (LPKP) and the Road Transport Department (JPJ) recently to discuss operational issues related to licensing, permits, and regulatory compliance.

According to BERNAMA News Agency, Megah Port managing director Datuk Seri Patrick Tiong stated that the session provided a practical platform for industry players to raise concerns directly with the relevant agencies, particularly on matters affecting commercial vehicle operations, port logistics, and cargo movement. Tiong emphasized that the logistics sector plays a crucial role in supporting Labuan's port operations, oil and gas activities, consumer supply chain, and overall economic ecosystem.

He noted that efficient logistics and transport services are important to ensure that cargo movement in and out of Labuan remains smooth, competitive, and compliant with existing regulations. The engagement allowed industry players to obtain clearer guidance from LPKP and JPJ, while enabling the agencies to better understand the challenges faced on the ground. Tiong highlighted several issues related to commercial vehicle licensing, permit applications, road transport compliance, trailer usage, and operational requirements during the session attended by more than 20 representatives from logistics and transport companies.

Industry players raised the need for LPKP to establish a branch or service counter in Labuan to facilitate licensing and permit matters, as the agency is currently based in Kota Kinabalu. Tiong mentioned that having an LPKP presence in Labuan would help reduce delays, improve accessibility for transport operators, and provide faster guidance on applications, renewals, and compliance matters involving commercial vehicles. Labuan's unique logistics requirements due to its island status, port operations, and growing role as an oil and gas support base were also discussed.

LPKP deputy director Boney Joumil indicated that the proposal to establish an LPKP branch or service counter in Labuan would be brought to the board for consideration and decision. Meanwhile, CILTM Sabah president Daniel Doughty stated that the organization would submit formal letters to LPKP and JPJ on policy matters raised during the engagement session for the agencies' consideration, including areas that may require review or amendment to better reflect Labuan's operational needs.

Doughty emphasized that the proposed submissions would help ensure industry feedback is properly documented and channeled through the appropriate process. CILTM Sabah will continue to play a bridging role between industry players and government agencies to support practical, safe, and efficient logistics operations.
