Kuala lumpur: The circular issued by the Public Service Department (PSD) dated June 19, 2025, clarifies the implementation of rules on public statements by civil servants in line with developments in communication technology and social media. PSD said in a statement today that the circular does not introduce new rules but clarifies the execution of Subregulations 19(1) and 19(2) of the Public Officers (Conduct and Discipline) Regulations 1993 [P.U.(A.) 395/1993] within the evolving digital communication landscape.

According to BERNAMA News Agency, regulations governing public statements by civil servants are not new and have been in force since 1993 under P.U.(A.) 395/1993. "These regulations are intended to ensure that the dissemination of information regarding government affairs is accurate, responsible, and follows established procedures. This approach is vital to keep government policy communication clear and consistent while preventing public confusion," the statement read.

PSD also noted that the government respects every individual's right to express their views in accordance with the Federal Constitution and existing laws. However, the department emphasised that this right must be exercised responsibly and not misused to spread slander, false facts, or commit acts contrary to the law.

"For civil servants, the exercise of this right is subject to laws, regulations, and the code of conduct in force, including the Statutory Declaration (Aku Janji) signed upon joining the public service. A professional civil service demands a balance between rights and responsibilities," it said.

Compliance with laws and service regulations forms an essential foundation for ensuring the public service institution maintains integrity, neutrality, and public trust, PSD added. The PSD's clarification comes after a Facebook user claimed in a post that the circular was being distributed among Ministry of Health staff, questioning whether it constituted a threat, a reminder, or a notification.
