Phase 2 of SSPA Pay Rise for Civil Servants to Roll Out in January: JPA

Kuala lumpur: Civil servants who opted for the Public Service Remuneration System (SSPA) will see the Phase 2 salary adjustment reflected in their January payroll. The increase will be calculated based on their final salary as of December 31.

According to BERNAMA News Agency, Public Service Department (JPA) Remuneration Policy Division deputy director Mohd Shahir Shaari stated that although the new adjustment takes effect on January 1, payment will be processed on January 22, the designated salary day for the month. Phase 2 is a continuation of the SSPA wage increase announced in 2024, featuring a 15 per cent rise for the Implementation Group and Management and Professional Group (P and P), and a seven per cent increase for the Top Management Group (KPT).

For the upcoming adjustment, civil servants in the P and P category will receive an additional seven per cent increase, while the KPT group will receive an extra three per cent. In the first phase, P and P officers received an eight per cent increase, and those in KPT received a four per cent increase, starting in December 2024.

Mohd Shahir explained that those who did not opt for SSPA or are no longer in government service as of January 1 next year-due to retirement or termination-are not eligible for the adjustment. Officers retiring on January 1, whose last day of service is December 31, will not receive the salary adjustment but will instead receive a pension adjustment. For officers who pass away on January 1, the salary adjustment will be granted, followed by a pension adjustment for their dependents.

Civil servants scoring below 75 per cent under the MyPERFORMANCE annual appraisal system will not be affected in terms of receiving the next month's adjustment. The main eligibility requirement for the Phase 2 adjustment is opting into the SSPA scheme and being in public service on December 31 this year and January 1 next year. The salary adjustment is independent of MyPERFORMANCE, with the minimum mark for an annual increment being 75 per cent.

Mohd Shahir emphasized the importance of achieving at least 75 per cent under MyPERFORMANCE to enjoy both the Phase 2 salary adjustment and the annual increment. He noted that the SSPA calculator used by many civil servants could serve as a general reference, but actual confirmation would rely on service records and salary entries in individual service books.

He advised civil servants to rely on verified sources, such as their departments or JPA, for accurate information and encouraged them to improve their performance and efficiency. The Prime Minister, Datuk Seri Anwar Ibrahim, announced a civil service salary increase of more than 13 per cent beginning December 2024, one of the highest in the nation's history, during the national-level Labour Day 2024 celebration in Putrajaya in May 2024.
