Sarawak Deputy Premier Advocates Results-Based Budgeting for State Development


Kuching: Sarawak Deputy Premier Datuk Amar Uggah Embas has called for the state Public Works Department (JKR) to implement a results-based budgeting approach for all development projects within the state. Uggah, who also serves as the state’s Minister of Infrastructure and Port Development, emphasized the importance of this approach to ensure that projects meet the required standards, with plans to initiate its implementation next year.

According to BERNAMA News Agency, Uggah highlighted the significance of aligning budget planning with projected outcomes rather than relying on past achievements. He proposed that the new budgeting method would focus on future projections and capabilities. As an example, he mentioned that if the JKR projects the construction of 10,000 kilometres of roads in a given year, the budgeting should reflect and support that target.

He further explained that starting this year, Sarawak JKR should conduct assessments to determine the realistic number of kilometres of roads that can be
built based on current resources and capacity. Uggah believes that this assessment will be pivotal in guiding the state’s planning and leveraging its strengths effectively.

Uggah expressed optimism about this new direction, stating that with a clear strategy and commitment, the state can embrace the challenge and progress together.
