Strong Institutions Vital To Delivering Effective Climate Solutions – Abang Jo

Sarawak: Sarawak Premier Abang Johari Openg stressed that strong institutions are vital to delivering effective and sustainable climate solutions. He said setting targets alone is insufficient, as ambition without clear institutional direction may lead to fragmentation.

According to BERNAMA News Agency, Abang Johari emphasized that climate action requires institutions to connect the dots effectively, aligning sectors, coordinating across government levels, and matching planning with financing. He highlighted the need for institutions to operate with clear mandates and firm legal authority, monitoring progress transparently, and managing fiscal and environmental risks in an increasingly uncertain climate landscape.

During his speech at the launch of The Subnational Climate Change Institutional Assessment (CCIA) report, Abang Johari highlighted Sarawak's significant authority over land, forestry, marine, and natural resources under the Federal Constitution and the Malaysia Agreement 1963. He argued that when designed and coordinated properly, this institutional reality becomes a strength rather than a complication.

Abang Johari further stated that effective climate governance in Malaysia must recognize the roles and responsibilities of Sabah and Sarawak while ensuring national coherence. He stressed the importance of building bridges between federal ambition and state implementation to reinforce one another.

He concluded by reaffirming Sarawak's commitment to constructive engagement with the Federal Government and with Sabah, aiming for policy alignment, investment coordination, and shared learning to ensure climate action benefits Malaysia as a whole.
