SWCorp Issues Thousands of Offence Notices Under Act 672 Since January

Putrajaya: A total of 4,693 notices of offence (NPK) have been issued across seven states since the Community Service Order (CSO) under the Solid Waste and Public Cleansing Management Act 2007 (Act 672) came into effect on January 1.

According to BERNAMA News Agency, Solid Waste and Public Cleansing Management Corporation (SWCorp) chief executive officer Khalid Mohamed stated that of the total notices, 3,468 were issued to locals, while the remaining 1,225 were given to foreigners. These offences involved individuals aged between 14 and 81. Khalid highlighted that 177 individuals have been ordered to perform community service in the seven states mentioned. The CSOs are intended not only as punishment but also to provide offenders with insight into the environmental impact of their actions, fostering a greater sense of civic responsibility.

Khalid explained that the CSO activities are centered around cleaning efforts, including sidewalks, streets, drains, and public toilets. These activities provide offenders with firsthand exposure to the consequences of irresponsible behavior on the cleanliness and quality of public spaces. Moreover, 130 civil servants from various agencies have received NPK during this period, with 48 percent from the implementation group, 35 percent from the security and uniformed sectors, and 15 percent from management and professional groups. This indicates that non-compliance is widespread and highlights the need for more rigorous and integrated enforcement measures.

Khalid also noted that nine civil servants have been court-ordered to perform community service, illustrating the progressive implementation of the law as a tool for behavioral correction. For minor offenders, Khalid reported that 10 individuals aged between 14 and 18 received NPK for offences such as littering tissues, drink cartons, and bottles. These cases are managed under special procedures, with the court referring them to the Social Welfare Department for further action and suitable rehabilitation programs.

In Putrajaya, Khalid mentioned that four offenders, including three locals and one foreigner aged between 24 and 34, have been ordered to carry out cleaning work around Precinct 2.
