Kuala lumpur: The ASEAN Power Grid (APG) has reached a major milestone with the launch of the US$10 billion (US$1 = RM4.22) APG Financing Initiative in October 2025. Professor Woo Wing Thye, vice-president of the UN Sustainable Development Solutions Network and a professor at Sunway University, highlighted the significance of the initiative in advancing regional energy integration.
According to BERNAMA News Agency, the initiative, spearheaded by the Asian Development Bank (ADB) and the World Bank Group, offers a comprehensive array of financial tools, including concessional loans, grants, and advisory services for public-private partnership (PPP) arrangements. These institutions not only intend to finance projects from their own balance sheets but also aim to attract significant private-sector investment for APG-related projects.
On October 15, the ADB and the World Bank Group, in collaboration with ASEAN, launched the APG Financing Initiative to support the development and integration of national power grids across the region. ADB's director for South Asia Development, Winfried F Wicklein, announced the bank's commitment of US$10 billion to fund the ASEAN grid, focusing on clean generation projects and providing preparatory support such as loans, grants, technical assistance, and blended finance.
Momentum for the APG originated from early bilateral efforts in the 1970s, which were formalized in 1997. After guiding early development for fifteen years, the APG's foundational memorandum of understanding (MOU) was recently reinforced and ratified at the 43rd ASEAN Ministers on Energy Meeting (AMEM) in October 2025.
Woo, also a visiting professor at the Institute of Advanced Studies, University of Malaya, emphasized that a renewed focus on robust regional planning is crucial for unlocking the region's clean energy potential. An integrated market would facilitate greater use of renewable energy, balance supply and demand across borders, and enhance energy security. This approach aims to reduce carbon intensity and costs while building resilience against climate shocks, fuel price volatility, and geopolitical risks.
The APG represents a cooperative initiative among ASEAN member states aimed at connecting regional electricity grids.
