Budget 2027 Prioritizes Human Development and Institutional Strengthening

Kuala Lumpur:Budget 2027 has been characterized as a 'bold budget,' highlighting Prime Minister Datuk Seri Anwar Ibrahim's focus on human development and the bolstering of institutions, with education being a central element of national transformation.

According to BERNAMA News Agency, Universiti Utara Malaysia (UUM) vice-chancellor Professor Dr. Ahmad Martadha Mohamed emphasized that the strength of Budget 2027 is not solely in the financial allocations but also in the government's strategic developmental priorities which aim to benefit both current and future generations.

Ahmad Martadha noted the critical role of human capital quality, institutional efficiency, and a responsive education system in maintaining national competitiveness, especially amid evolving challenges such as artificial intelligence, automation, talent competition, and changes in employment structures.

The Education Ministry remains the largest funding recipient, receiving nearly RM69 billion, an increase from RM66.2 billion. School repair and maintenance funding has doubled to RM2 billion, and nearly RM1.3 billion is allocated for upgrading 682 dilapidated schools, particularly in Sabah and Sarawak. Additionally, the Early Schooling Aid has increased from RM150 to RM200 per pupil, aiding 5.3 million students.

Ahmad Martadha highlighted the significance of educational infrastructure and regional equity in shaping children's success and emphasized the RM19.1 billion allocated to the Higher Education Ministry. This includes RM800 million for university facility upgrades, encouraging universities to diversify funding through various channels.

Measures to alleviate the financial burdens on low-income National Higher Education Fund Corporation (PTPTN) borrowers are also part of the budget, reflecting the government's commitment to accessible education and student welfare.

The budget allocates RM8 billion for Technical and Vocational Education and Training (TVET), supplemented by RM3 billion from the Human Resource Development Corporation (HRD Corp) for three million training opportunities, marking talent development as a national priority.

Ahmad Martadha advocated for a new legal framework for higher education that supports university autonomy, academic freedom, and students' rights. He also endorsed universities' and TVET institutions' involvement in the MADANI Adopted Community programme to extend knowledge benefits to the broader community.
