Chief Secretary Calls for Public Service Work Culture Reform Under Budget 2027

Kuala Lumpur:The implementation of the MADANI Budget 2027 requires a comprehensive transformation of the public service work culture, emphasizing faster execution, efficient service delivery, and tangible benefits for the people, said Chief Secretary to the Government, Tan Sri Shamsul Azri Abu Bakar.

According to BERNAMA News Agency, Shamsul Azri emphasized that the budget is not just a financial statement but a significant responsibility to ensure all Malaysians benefit from equitable economic opportunities and integrity-driven public services. He noted that citizens evaluate the government based on available facilities, the effectiveness of assistance reaching recipients, the ease of governmental dealings, timely project completion, and fairness in government interactions.

Speaking at a special post-Budget 2027 session and the launch of the MyResQ application at Universiti Malaya (UM), Shamsul Azri mentioned that directives have been issued to secretaries-general and department heads to start planning for the budget's initiatives for implementation from next year. He outlined five priorities under the Public Service Reform Agenda (ARPA), including strengthening governance, developing talent, simplifying public procedures, promoting digitalisation, and improving inter-ministry coordination.

He also highlighted the necessity for government agencies to prepare for the Government Procurement Act implementation from 2027, streamline bureaucratic procedures, and expand access to efficient digital services. The paperless administration initiative has already saved 482,940 reams of paper, equivalent to RM5.79 million, demonstrating the benefits of reforming work processes.

The MyResQ application was launched to connect CPR-trained members of the public with nearby cardiac emergency victims and map the locations of automated external defibrillators (AEDs) to enhance community emergency response.

UM Vice-Chancellor Prof Datuk Seri Ir Dr Noor Azuan Abu Osman remarked on the increasing role of higher education institutions in supporting national development and reform, particularly through research, talent development, and innovation aimed at addressing societal challenges. He stressed that universities should be evaluated not only by academic achievements but also by their practical contributions to societal solutions.
