Dewan Negara Passes Landmark Anti-Bullying Bill and Skills Development Amendments

Kuala lumpur: The landmark Anti-Bullying Bill 2025 was passed by the Dewan Negara today, enacting a legal mandate for all relevant ministries to implement comprehensive anti-bullying guidelines across educational institutions for students under 18. The Minister in the Prime Minister's Department (Law and Institutional Reform), Datuk Seri Azalina Othman Said, highlighted the involvement of multiple ministries, including the Ministry of Education, Ministry of Rural and Regional Development, Ministry of Defence, Ministry of Women, Family, and Community Development, and the Ministry of Home Affairs in this initiative.

According to BERNAMA News Agency, Datuk Seri Azalina Othman Said emphasized that these ministries must now integrate these guidelines into the law, ensuring that no primary, secondary, or private school can claim ignorance of this responsibility. The Bill mandates educational institutions to accept all bullying reports, including isolated incidents, with any failure to act constituting a legal violation.

Meanwhile, the Dewan Negara also passed the National Skills Development (Amendment) Bill 2025 and the Skills Development Fund (Amendment) Bill 2025 under the Ministry of Human Resources (KESUMA). Deputy Minister of Human Resources Datuk Seri Abdul Rahman Mohamad stated that the amendments aim to maintain compatibility and uniformity with existing academic qualifications and represent a national transformation towards a more inclusive and progressive skills training system.

He further explained that the Skills Development Fund (Amendment) Bill 2025 seeks to broaden the financing scope of the Skills Development Fund Corporation (PTPK). The amendments include expanding the scope for skills training loans and financial aid and strengthening governance through more transparent processes for financial assistance.
