Home Ministry Clarifies Refugee Registration Document Programme Limits in Malaysia

Kuala Lumpur:The Home Ministry (KDN) has clarified that the Refugee Registration Document (DPP) Programme does not provide a pathway for refugees to obtain permanent residency, citizenship, or permanent employment in Malaysia.

According to BERNAMA News Agency, KDN emphasized that any employment opportunities granted to DPP holders are temporary and subject to governmental conditions and approvals. The ministry also reiterated that the DPP is not intended as an incentive for new refugees to enter Malaysia. Eligibility for the programme is restricted to individuals who were present in the country before January 1, 2023.

KDN further stated that possessing a United Nations High Commissioner for Refugees (UNHCR) card or letter does not guarantee eligibility for the programme. The government remains committed to repatriating refugees to their home countries or resettling them in third countries, and the DPP is a mechanism to document and monitor existing refugees while working towards a resolution.

Moreover, KDN clarified that allowing employment access to DPP holders does not equate to opening the labour market freely to refugees. The programme considers the needs of industries, particularly those facing shortages in 3D (dirty, dangerous, and difficult) jobs, while prioritizing employment opportunities for Malaysian citizens.

KDN also highlighted that lawful employment access could help refugees gain skills and experience, potentially aiding in meeting criteria for resettlement in third countries. This approach aims to manage the existing foreign workforce in Malaysia and reduce the necessity for new foreign workers.

The refugee issue is acknowledged as a longstanding challenge affecting the economy, society, security, and law enforcement. KDN, in collaboration with the Foreign Ministry, will continue to work with countries of origin and third countries to seek long-term solutions.
