Local authorities and state ministries must immediately implement critical reforms to animal management protocols:euter-Vaccinate-Release/Return (TNVR) approach, to prevent further cases of animal cruelty, says Animal Welfare Advocate Tan Sri Lee Lam Thye.
According to BERNAMA News Agency, Lee emphasized the urgency of introducing measures such as the standardisation of humane capture techniques, the strict prohibition on private property seizures, and the establishment of independent oversight committees. He stated, "Municipal councils across Malaysia must immediately abolish obsolete, violent 'catch-and-kill' cycles, which have proven ineffective for decades. TNVR is the only scientifically backed, humane, and sustainable method for population management."
Lee urged local councils to formally mandate TNVR policies, collaborating directly with recognised animal welfare NGOs and local veterinary networks to manage stray populations humanely. The call to action follows the tragic death of a pet dog named 'Rocky' in Port Klang, which has sparked public outrage over alleged aggressive animal handling during routine enforcement operations.
Lee further demanded an immediate ban on harsh wire snares, choking loops, and other inhumane restraint equipment. He insisted that enforcement personnel and third-party contractors undergo certified, mandatory training in non-violent animal handling under the supervision of the Department of Veterinary Services (DVS).
On the topic of private property seizures, Lee stressed the importance of setting clear operational boundaries. "Council personnel and contractors must not seize animals from private residential compounds or home boundaries without written legal notice and owner consultation, strictly respecting property rights and local bylaws," he said.
Lee proposed that local councils establish dedicated, transparent independent oversight and reporting committees. These committees would comprise animal welfare advocates, veterinary professionals, and legal representatives to review public complaints, investigate alleged misconduct, and ensure compliance with the Animal Welfare Act 2015.
Meanwhile, Lee called on the Royal Malaysia Police, DVS, and the Klang Royal City Council to conduct an immediate, transparent, and thorough investigation into Rocky's death to ensure swift accountability under the law.
