MISC Advocates for Joint Investment in Maritime Training in Budget 2027 Proposal

Kuala Lampur:MISC Berhad has suggested that Budget 2027 enhance the collaborative investment model between the government and the maritime industry. This would include matching grants and cost-sharing initiatives aimed at training more Malaysians for maritime careers.

According to BERNAMA News Agency, MISC highlighted the substantial expenditure required for developing the maritime workforce. This includes practical training, professional certification, simulator use, and onboard placements necessary for seafaring experience.

The company emphasized that the most effective incentives are those that encourage companies to invest in talent development jointly. Cost-sharing is particularly important for high-investment programs and for adapting to new competencies such as digitalization, automation, decarbonization efforts, and the use of alternative fuels, which are reshaping workforce needs in the maritime sector.

Government support is seen as crucial to accelerating reskilling and upskilling efforts, reducing costs associated with developing competencies not yet widely available. MISC also pointed out that increasing Malaysian participation in the maritime sector should start early with career exposure in schools, access to education, sponsorships, and training that aligns with industry needs, along with opportunities for real-world experience.

The Akademi Laut Malaysia (ALAM), managed by MISC's subsidiary Malaysian Maritime Academy Sdn Bhd, has trained over 15,000 graduates since 1977, offering Technical and Vocational Education and Training (TVET), cadetship diplomas, and professional courses. ALAM students have opportunities for work-based learning, including training aboard MISC vessels and with industry partners, ensuring that their qualifications are complemented by the operational experience valued by employers.

In marine engineering and heavy industries, Malaysia Marine and Heavy Engineering Holdings Berhad (MHB) collaborates with institutions like TVET MARA, Advanced Technology Training Centre (ADTEC), and polytechnics to provide workplace training. MHB also works with ADTEC Pasir Gudang to customize welding training according to industry needs, followed by competency assessments and employment opportunities for qualified participants.

MISC underscored the importance of lifelong learning for seafarers looking to enhance their skills or transition to shore-based roles, such as ship management, port operations, safety, and training. ALAM offers approximately 160 courses, from TVET programs to advanced professional training, including simulator-based training and courses related to new technologies like ammonia-fuelled vessel operation.

The company stated that the government's role as a facilitator through policies, incentives, and funding is vital, while the industry should continue providing training, real-world experience, and employment opportunities. Budget 2027 will be presented by Prime Minister and Finance Minister Datuk Seri Anwar Ibrahim in the Dewan Rakyat at 3:30 pm tomorrow.
