Penang: The Penang government is actively engaged in regular and ongoing monitoring of slopes across the state to mitigate the risk of landslides, particularly during the rainy season, according to Chief Minister Chow Kon Yeow. He emphasized that the safety of residents and tourists is a priority, with inspections being conducted by the Slope Engineering Branch (CKC) of the Penang Public Works Department (JKR) and the Geotechnical Division of the Penang Island City Council (MBPP).
According to BERNAMA News Agency, Chow outlined that these agencies utilize dedicated geotechnical teams to evaluate slope conditions and implement necessary precautionary measures. The focus is on hilly and forested areas, which are frequented by both residents and tourists. Chow underscored that monitoring is an essential preventive step to ensure public safety by facilitating early action in high-risk areas.
Chow noted that the state government is also attentive to agricultural activities in hilly terrains, ensuring that natural waterways remain unobstructed and comply with safety guidelines. MBPP has been proactive in promoting public awareness and providing guidance on proper slope maintenance methods for joint management bodies (JMBs) and management corporations (MCs).
No new approvals for agricultural activities on slopes have been granted in recent years to prevent safety risks such as erosion and landslides. Any new applications will be subject to strict safety guidelines to balance economic development with public safety and environmental sustainability.
In terms of development, Chow stated that new project proposals must adhere to the Penang Safety Guideline for Hill Site Development (Second Edition, 2020), aimed at ensuring structural safety and protecting nearby residents. For slopes under JKR's administration, CKC conducts regular monitoring and installs monitoring systems (TMP) in identified high-risk areas.
