Perak to Launch Feeder Mapping Programme for Stray Animal Management

Kuala lumpur: The Perak government is set to initiate the Feeder Mapping programme, a data-driven strategy designed to enhance the efficiency of stray animal management throughout the state. State Housing and Local Government Committee chairman Sandrea Ng Shy Ching announced that this programme will identify hotspots where street animals are fed, allowing for more structured, targeted, and effective planning for sterilisation, monitoring, and intervention efforts.

According to BERNAMA News Agency, the Feeder Mapping programme is essential for ensuring that stray animal management initiatives are executed based on precise data and specific locations, which will help in reducing uncontrolled breeding. The programme is open to feeder communities, non-governmental organisations (NGOs), volunteers, and individuals who are directly involved in the management and welfare of stray animals. Ng made these remarks at a press conference on the Feeder Mapping application under the Perak Pawsitive Initiative.

The programme is scheduled to commence on December 28, coinciding with the closing ceremony of the Perak Pawsitive Initiative 2025 at the Menglembu Animal Clinic. Ng noted that feeders attending the Feeder Mapping briefing will receive a subsidised RM50 sterilisation coupon, which can be redeemed at four Perak Pawsitive Initiative partner veterinary clinics between February 1 and July 31, 2026.

In conjunction with the programme's launch, the state government will also introduce the Feeder Mapping application, aiming to utilise digital technology for stray animal management. This aligns with smart city ambitions to improve data coordination, planning, and collaboration between agencies and the community.

The public, especially animal owners and feeder communities, are encouraged to participate in the subsidised sterilisation campaign and the Feeder Mapping programme. This collective effort aims to create a safer, more harmonious, and humane community, in line with the Perak Sejahtera 2030 vision.

Ng further stated that the Perak Pawsitive Initiative is committed to addressing stray animal issues sustainably and humanely through multi-stakeholder collaboration, public education, and the phased implementation of subsidised sterilisation programmes across the state. The initiative aims to sterilise 1,000 animals in 2025 through five sessions involving local authorities, the state Department of Veterinary Services, partner clinics, NGOs, and the community.

The final session will take place on December 27 and 28 at the Menglembu Animal Clinic, offering subsidised sterilisation at RM100 for dogs and RM80 for cats, with the remaining costs covered by state government subsidies. Registration is available via QR code on the programme's official poster.

Additionally, Ng mentioned that the proposed microchipping programme for addressing stray animal issues is currently under legal review, following studies by local authorities to incorporate it as a requirement under dog licensing by-laws.
