VAMS Expected To Be Enforced In KLIA Terminal 2 By End Of March

Kuala lumpur: The Dewan Negara was informed that the Vehicle Access Management System (VAMS) is projected to be operational at Terminal 2 of Kuala Lumpur International Airport (KLIA) by the end of the first quarter of the year. Deputy Transport Minister Datuk Hasbi Habibollah revealed this during a session addressing traffic management at the airport.

According to BERNAMA News Agency, since VAMS was introduced on December 1 at KLIA Terminal 1, there have been noticeable improvements in managing vehicle flow and reducing parking time violations. The statistics as of January 20 indicate a reduction in average waiting times at the departure level from 2.99 minutes to 2.75 minutes, and at the arrival level from 8.91 minutes to 2.65 minutes. Violations of stopping time limits also decreased significantly, with a drop from 11.7% to 0.5% at the departure level and from 18.8% to 1.4% at the arrival level.

Currently, traffic enforcement at Terminal 2 is conducted by the Royal Malaysia Police (PDRM), guided by the Road Traffic Regulations 1959 and the Road Transport Act 1987. Malaysia Airports Holdings Berhad (MAHB) is also implementing vehicle tyre clamping to further reduce congestion. Hasbi noted that VAMS at Terminal 1 KLIA enforces a 10-minute limit for vehicles on the outer lane for dropping off or picking up passengers, with penalties applied for exceeding this limit.

The penalty system starts with rates ranging from RM10 to RM40 depending on the time period, while vehicles waiting over 30 minutes incur a cumulative penalty of RM100. In instances where vehicles are abandoned or refuse to leave, they are towed with a charge of RM200, plus a storage charge of RM30 per day. The congestion challenge at the main entrance lanes of both Terminal 1 and Terminal 2 KLIA has persisted since their opening, primarily due to vehicles exceeding the allowed time and being left unattended.
