Communications Ministry Clarifies Film Age Classification Regulations

Kuala Lumpur:The Communications Ministry has clarified that the age classification for films rated 18 does not permit unrestricted content, emphasizing that such films must adhere to existing screening guidelines.

According to BERNAMA News Agency, the Film Censorship Board (LPF) under the Home Ministry will continue to evaluate film content with consideration for public safety, religion, sociocultural norms, and morality. Any content that breaches these guidelines and potentially disrupts social harmony will face appropriate action.

The clarification was provided in response to an inquiry from Datuk Ahmad Saad regarding the National Film Development Corporation Malaysia's (FINAS) approach to not cutting scenes from PG18-rated films. The ministry explained that the strategy represents a shift towards regulating access through age-based classification rather than altering content through scene cuts.

The 2024 Film Censorship Guidelines specify classification categories based on age suitability, allowing adults to make informed viewing choices while protecting younger audiences from inappropriate content. The guidelines also place responsibility on parents to guide their children's media consumption.

Furthermore, the ministry highlighted ongoing collaboration between FINAS, LPF, and industry players to review and update the film classification system to align with current industry trends and content developments.

In addition, the Malaysian Media Council (MMM), established under the Malaysian Media Council Act 2025, aims to enhance public media literacy and address issues such as misinformation and the challenges of digital technology. The government supports the MMM through legal frameworks and resources for infrastructure and capacity-building for media professionals, including training and ethics promotion.
