Kuala Lampur:Former Senator Datuk Seri Boon Som Inong has called on the government to introduce a structured approach to developing minority communities, such as the Siamese community, in Budget 2027. He emphasized the need to focus on improving education, skills, incomes, and entrepreneurship.
According to BERNAMA News Agency, Boon Som proposed establishing a dedicated minority community development fund, setting up a federal-level agency or unit, and formulating a long-term development plan. The proposed fund would offer micro-grants for entrepreneurs, skills training, Technical and Vocational Education and Training (TVET), educational assistance, and economic development programs aimed at boosting the incomes of minority communities.
Highlighting the purpose of the fund, Boon Som stated it is not meant to create dependency on government assistance but to act as a catalyst for career building, income increase, and business expansion among minority communities.
Additionally, as president of the Malaysia Siamese Bumiputera Chambers of Commerce, Boon Som suggested the creation of a Department of Minority Community Affairs and Development or a dedicated agency to coordinate programs, ensure resources reach intended beneficiaries, and address grassroots needs. This institution could also maintain a database on education, employment, income, skills, and socioeconomic status to aid in policy formulation based on reliable data.
He further recommended formulating a Malaysia Minority Community Development Plan with a five to ten-year horizon, including measurable targets for educational attainment, entrepreneurship, youth participation in TVET, and household incomes. Boon Som underscored the importance of considering the unique needs of each community, cautioning against a one-size-fits-all approach.
Boon Som clarified that the Siamese community does not seek to reduce the rights of other communities or special treatment. However, he hopes their small numbers do not lead to their development needs being overlooked. He believes that implementing these proposals could help narrow socioeconomic gaps and strengthen national unity through more inclusive development.
