Government Plans Licensing for E-Commerce Platforms

Baku:Domestic Trade and Cost of Living Minister Datuk Armizan Mohd Ali announced plans to introduce a licensing regime for e-commerce platform operators, including those based overseas but serving consumers in Malaysia. This proposal was a key topic at a steering committee meeting focused on drafting the E-Commerce Bill, which he chaired.

According to BERNAMA News Agency, the proposed licensing measure aims to enhance platform accountability, ensure compliance with national laws, and create a safer, more transparent e-commerce environment. The regulatory measures will be refined, considering the jurisdiction of relevant ministries and agencies and appropriate implementation requirements.

The E-Commerce Bill also seeks to protect local traders, ensuring fair competition in the digital marketplace. It aims to impose appropriate responsibility and compliance levels on all parties, including overseas platforms and sellers. The bill intends to establish a comprehensive legal framework to address the rapid growth of the digital economy and the increasing complexity of online transactions.

The proposed bill focuses on four key areas consumer protection, the responsibilities of online marketplace operators, online vendors and consumers, efficient dispute resolution mechanisms, and alignment with international model laws. Prime Minister Datuk Seri Anwar Ibrahim highlighted the introduction of the E-Commerce Bill while presenting the Budget 2027, emphasizing the need to strengthen the accountability of online platforms and sellers.
