Malaysia-Hong Kong Dual IPO Listing Framework To Strengthen Economic Ties

Kuala lumpur: The simplified dual initial public offering (IPO) listing framework between Malaysia and Hong Kong is set to take effect next month, enhancing capital market connections between the two economies. Transport Minister Anthony Loke Siew Fook announced this development as part of ongoing efforts to bolster Malaysia-Hong Kong economic relations, following a memorandum of understanding (MoU) signed by the Securities Commission Malaysia (SC) and Hong Kong's Securities and Futures Commission on July 23.

According to BERNAMA News Agency, the MoU expands mutual recognition of funds to include exchange-traded funds (ETFs) and real estate investment trusts (REITs), and introduces a streamlined dual IPO listing framework. This initiative is anticipated to provide Malaysian companies with increased access to Hong Kong's capital market and investors, as Bursa Malaysia has been acknowledged as a Recognised Stock Exchange by Hong Kong Exchanges and Clearing Ltd (HKEX). Public limited companies listed on Bursa Malaysia will now be able to apply for a secondary listing in Hong Kong.

Minister Loke emphasized that regulatory measures and governmental agreements are only effective when actual business activities, such as dual listings or product offerings between fund managers, occur. He highlighted the enhanced connectivity between Malaysia and Hong Kong, noting the less than four-hour flight distance and shared time zone, alongside increased airline services that reflect growing commercial demand.

In terms of logistics, Loke pointed out the strategic importance of Hong Kong International Airport as a major cargo gateway and Port Klang's position along a heavily trafficked shipping route. He stressed that combining Hong Kong's expertise in logistics and trade services with Malaysia's burgeoning exports of electronics and high-value goods opens up further business opportunities.

Loke encouraged businesses to capitalize on the opportunities presented by the strengthened capital market linkages, underscoring the significant investment and trade relationships that exist between Malaysia and Hong Kong. He concluded by asserting that ongoing cooperation in capital markets, trade, and investment would continue to reinforce the economic ties between the two regions.
