Musyawarah Nasional Secretariat Urges Immediate Activation Of Bumiputera Empowerment Units In All Ministries

Kuala lumpur: The Musyawarah Nasional Secretariat has called on the government to immediately activate Bumiputera Empowerment Units (UPB) in every ministry, complete with a clear structure and implementation mandate, as well as designated officers.

According to BERNAMA News Agency, the secretariat stated that the proposal aligns with General Circular No. 2 of 2025 on the Establishment, Terms of Reference and Structure of UPBs in ministries. Each UPB is expected to prepare an action plan for its respective ministry, with measurable key performance indicators (KPIs) based on areas of authority, responsibilities, and economic opportunities under the ministry's purview.

The secretariat emphasized that the implementation status should be reported regularly to the Bumiputera Economic Transformation Plan 2035 (PuTERA35) centre. This reporting will help identify and address any delays, overlaps, or shortcomings in implementation promptly. A performance scorecard must also be established to measure success beyond the number of meetings, programmes, or allocations, focusing instead on actual improvements in Bumiputera participation, ownership, income, business scale, and presence in strategic sectors.

According to the secretariat, the necessary ecosystem to drive the UPB agenda is already in place, with PuTERA35 having established monitoring mechanisms through various committees, including the Working Committee of the Bumiputera Economic Council. The secretariat stressed that the government must now ensure this decision is translated into action, with Bumiputera empowerment being treated as a national priority that is pursued decisively and assessed based on tangible outcomes.
